Conditions
The exemption is the least of: the actual house rent allowance received; rent paid less 10% of salary; and 50% of salary for a metro city or 40% otherwise. The exemption is available only under the old regime, only where rent is actually paid, and only where the accommodation is not owned by you. Metro for this purpose means Delhi, Mumbai, Kolkata, Chennai. Where annual rent exceeds the prescribed threshold, the landlord's PAN is generally required.

No. The exemption is one of those withdrawn under the concessional regime. If HRA forms a large part of your package, factor that into the regime comparison.
